1.1   Justification of Barium Chemicals for District as Export Hub

  1. As per the Geological survey of India, the district has bestowed with 74 million tons of barytes.
  2. Barytes pulverizing industry is one of the industrial segments nearer to the district.
  3. Well-connected by Road and Rail to Ports for exports
  4. Availability of APIIC land bank of around 6,800 acres at Mega industrial park, Kopparthy for setting up of new units.

1.2   Product Overview

Natural barium sulphates are called ‘barytes’. Natural barium carbonate is called ‘witherite’. Barium compounds include Barium chloride, Barium Nitrate, Barium Carbonate, etc.

  1. Barium Chloride:
    • Barium Chloride is an inorganic salt that is made up of barium cations (Ba2+) and chloride anions (BaCl). It is also called Barium Muriate or Barium dichloride. It is a white solid which is water-soluble, hygroscopic and gives a slight yellow green colour to a flame. The chemical formula of Barium Chloride is BaCl2.
    • The primary industrial application of BaCl2 is in the purification of the brine solutions that are used in caustic chlorine plants. This compound is also used in the casehardening of steel and the production of heat treatment salts. This compound has limited applications due to its high toxicity.
    • The industrial production of barium chloride follows a two-step process. First, barium sulphate (usually in the form of the mineral barite) is reacted with carbon at high temperatures to form barium sulphide and carbon monoxide. Then, the barium sulphide is treated with hydrochloric acid to yield barium chloride along with hydrogen sulphide.BariumChloride

2. Barium Nitrate:

    •  Ba (NO3)2 is an inorganic compound with the chemical name Barium nitrate. It is also called Barium dinitrate or Nitrobarite or Barium salt. It is a good oxidizing agent and burns with a green-coloured flame. It is widely used in pyrotechnics.
    • Nitrobarite is a crystalline solid white in colour. It is a non-combustible compound but enhances the burning of combustible elements. When exposed to fire or heat for a long duration it may explode. Barium nitrate has multiple applications, which is used in
        1. The production of barium oxide-containing materials.
        2. green signal lights.
        3. making ceramic glazes.
        4. as a rodenticide.
        5. primers and tracer bullets.
        6. the making of paints.
        7. as an oxidizing agent.
        8. making explosives.

  1. Barium Carbonate:
  •  Barium carbonate is a white solid precipitated from a solution of barium hydroxide and urea. The chemical formula for barium carbonate is BaCO3. It also occurs in minerals known as witherite and is also prepared from barytes through precipitation. It is toxic in nature. It is also common in turquoise glazes. It should be kept under low quality below 20% and protective measures to be taken while handling the chemical compound. Barium Carbonate – BaCO3 is used in multiple applications such as
    • Barium carbonate has many major commercial applications in the glass, brick, oil-drilling, ceramics, photographic and chemical industries.
    • Used as a raw material for the manufacture of barium oxide (BaO) and barium peroxide (BaO2).
    • Used as a rodenticide, its appearance is like that of flour which has been responsible for most unintentional barium poisoning.

1.3   Objectives of YSR District Export Action Plan

  1. To enhance the volume of exports from YSR District
  2. To create a flexible and permanent institutional mechanism with participation from all stakeholders to act as a facilitator and promoter of export from the district.
  3. To identify lead products and sectors for targeted and continued interventions for export promotion.
  4. To synergize various schemes at the center, state and district level which address industry and export.
  5. To provide support both domestically and internationally to local industry from the establishment of business to post export activity through export of goods and services.
  6. To increase efficiency by streamlining export infrastructure.
  7. To augment both supply and demand through different strategies of Trade Promotion.

1.4   YSR District Export Action Plan implementation

      • Preparation of Detailed Project Report (DPR) for the YSR district as Export Hub with costing and implementation action plan
      • Creation of an event calendar comprising of events to be conducted in a financial year with a focus on international marketing events.
      • Reach out to Country Embassies and invite them to the state, exhibit the strengths of the districts as export hubs
      • Collaborate with EIA, EPC, DGFT, FIEO for Capacity Building workshops for exporters and other stakeholders for creating awareness.

    • Identified Barium Compounds included for district as Export Hub
      • The Barium Chemicals (Barium sulphate, Barium Chloride, Barium Carbonate have been chosen by District Industries Export Promotion Committee (DIEPC) based on the economy of scale for export from YSR district under the District as Export Hub Program of Government of India.
      • Prepration of District export action plan with quantifiable targets.
      • Creation of sub groups for each identified potential export product –involving stakeholders like manufacturers, exporters of the identified products.
    • Identified the Barytes & Barium Chemicals cluster at Kadapa under MSE-CDP Scheme

 District as Export Hub Scheme: Districts as Export Hubs (DEH) scheme is proposed to be a centrally sponsored scheme of the Directorate General of Foreign Trade, Department of Commerce aimed at targeting export promotion, manufacturing and employment generation at the grass roots level, making the States/ UTs and Districts meaningful stakeholders and active participants in making Indian an export powerhouse thereby contributing to the Atma Nirbhar mission and achieving the vision of Make in India for the world and being Vocal for Local, by significantly increasing the manufacturing and exports from urban areas while focusing on generating interest and economic activity in the rural hinterland and small towns in the country to push new businesses to export. The focus of the scheme is primarily on developing trade infrastructure and in activities which promote exports so as to deepen trade in the States/ UTs.

The total allocation proposed under the scheme is INR 8,000 crores for 200 districts. The Central Government share in allocation to each district is in the range of Rs. 24 to 36crores. For the States and UTs the fund allocation share between the Centre: State/UT will be in the ration of 60:40.

        • MSE-CDP (Micro & Small Enterprises Cluster Development Programme):
          •  Objectives of the Scheme:
            • To enhance the sustainability, competitiveness and growth of MSEs by addressing common issues such as improvement of technology, skills & quality, market access etc.
            • To build capacity of MSEs and start ups for common supportive action through integration of self-help groups, consortia, district industry associations etc.
            • To create /upgrade infrastructural facilities in the new/existing industrial areas/clusters of MSEs.
            • To set up Common Facility Centres in industrial area (for testing, training centre, raw material depot, effluent treatment, complementing production processes).
            • Promotion of green & sustainable manufacturing technology for the clusters so as to enable units switch to sustainable and green production processes and products.
